STUDY GROUP CONCEPT
Simply put this study in the first phase allows companies to see all of the upstream opportunities that are available in an area. These opportunities may entail and out of round application on an open block, joint venture with the state oil company, farmin on a licensed block and production acquisition. All of the opportunities will be generated by our study group and therefore not being marketed and made available to other companies. The study will focus on the undeveloped discoveries that we have already identified..

At the end of first phase we will present to the participants all of the opportunities we have identified and our recommendations as to which projects should be pursued. Each company will have the election to drop out of the study or elect to participate in one or more projects. With each project will have an associated budget for data acquisition and evaluation and each participating company will pay its proportionate share.

At the end of the second phase of this study we will present to the participants of each project our feasibility analysis for developing each project. Participating companies can elect to drop out of the study or continue by obtaining rights to develop the project either in a consortium or individually. The operator of the project will have the option to retain us as technical consultants or we will turn over all of the data to them.
LIBYA STUDY GROUP

Recently our company in conjunction with Roxanna Associates headed by Marlan Downey (former President to Arco International and Pecten International) will be formed a study group to identify upstream opportunities in Libya.

Particular emphasis was to use our advance technology and proprietary data to evaluate the commercial potential of 170 undeveloped oil & gas discoveries we have identified in this country. Some of discoveries have minimum recoverable reserves of over 100 MMBO.

Study group participants will get an exclusive opportunity to participate in a bidding consortium for an "out of round" application on the most prolific undeveloped discoveries identified by the group. In addition this consortium will give smaller independents the ability to participate in upstream projects in these countries where they would not qualify individually for a concession.

The study will also identify and evaluate all of the acquisition and farmin situations in Libya. As an example we have an opportunity to acquire licenses that have 21 undeveloped new oilfield discoveries. Average well test 1,000 BOPD+ with reserve estimates of several hundred million barrels.
